Dr Chris Rowley, BA, MA (Warwick), DPhil (Oxford) is Professor of Human Resource Management, Editor of the leading journal Asia Pacific Business Review and book Series Editor for ‘Studies in Asia Pacific Business’ and ‘Asian Studies: Contemporary Issues and Trends’.

Professor Rowley has published very widely, with over 80 articles, over 60 book chapters and other contributions and 12 edited and sole authored books. He has recently co-edited Globalization and Labour in the Asia Pacific Region (2001), Managing Korean Business (2002), The Management of Human Resources in the Asia Pacific Region (2003) and Globalization and Competition: Big Business in Asia (2005). Like Hardt and Negri but more empirical

With the publication of Hardt and Negri's Empire, many scholars of international studies have found a new interest in Foucault's theories of biopolitics and governmentality. However, this interest has yet to yield substantive debate within the discipline. Global Governmentality, a new edited volume of twelve essays, represents a noteworthy effort to rectify this situation.

The book explores its topic in two sections. Part I (Chapters 1-4) engages with global governmentality from a theoretical perspective, noting how shifting discourses on danger create the possibilities for new expressions of disciplinary power. Part II (Chapters 5-12) focuses on a selection of practical dimensions of global governmentality, providing a degree of the empirical substance found lacking by many in the more prose-driven approach adopted by Hardt and Negri.

The essays in the first part of the book are linked by a common concern with the persistence of disciplinary power in the foreign policies of liberal governments. Of course, the significance of governmentality is traditionally thought to stem from its ability to `govern through freedom'. Yet, as Hindess notes in Chapter 1, the government of subjugated peoples in the age of classical imperialism was often shaped by a perceived need for coercive rule. This perception stemmed not from liberal hypocrisy but from liberalism's fundamental preoccupation with "the question of what can be sensibly governed through the promotion of appropriate forms of freedom and what must be governed in other ways" (32).

Today, the developmental discourses that informed classical imperialism are being displaced by neoliberal understandings of the human species. However, as Dillon (Chapter 4) notes, these new understandings also come with their own anxieties. While liberalism today refuses to target specific races as immutably different or essentially dangerous, it struggles instead to comprehend the potential for danger within the species itself, construed as a fluid and dynamic referent object. This point is developed by Dean in Chapter 2, who notes how the pervasiveness of ontologically nonspecific enemies has ruptured the very logic upon which the European Law of Nations was founded, replacing it with a world order based on a logic of "international civil war" (p. 52). This is a vision of world order then in which human practice plays a central role. Indeed, as Kendal (Chapter 3) argues, global governmentality is constituted by a multiplicity of networks, each an assemblage in the Deleuzian sense, produced through practices of language, ideas, and material. And it is this concern with practice that differentiates governmentality from those more totalizing or `grand theory' approaches concerned with globalization, network or risk society.

This last point provides the common thread of the more empirical works presented in Part II. In Chapter 12, for example, Valverde and Mopas examine the global proliferation of private agencies in law enforcement processes. This shift is significant, they argue, not because it implies a decrease in state sovereignty or evidence of `globalization' but because it suggests the emergence of a new regime of disciplinary power based on the logic of risk management. In Chapter 11, Larner and Le Heron explore some implications of this development, noting the general extension of corporate calculative benchmarking and audit practices into economic and social life. The increasing use of such techniques is significant, they suggest, because of their capacity to render completely disparate spaces ontologically commensurable and thus capable of being differentiated within the `global' in terms of standards of `best practice'.

The turn to risk management also has implications for self-governance. As Barry notes in Chapter 10, the rise of the audit as an instrument of "ethicalization of business" (p. 195) can be interpreted as a strengthening of governmental ability to rule `at a distance'. Similarly, Rojas (Chapter 5) suggests that in the wake of the ostensible failure of structural reform approaches to development in the late 1990s, poverty has come to be viewed as a problem immanent to the will of the poor themselves. Likewise, in Chapter 6, Lui examines the definition of refugees as subjects lacking capacities of self-sufficiency. In both these cases, intervention is justified to the extent that it promotes the subject's sense of `ownership' over their own reform programs.

Of course, neo-liberal governmentality does not always have things its way. Places are messy and not always amenable to being ordered. Ò Tuathail and Dahlman explore just this point in Chapter 7, using the case of the war in Bosnia to see how different mentalities of government can compete with each other at different scales for power. Two other chapters in the book usefully demonstrate the diverse scalar possibilities of governmentality as they relate to European integration. Walters (Chapter 8) draws a contrast between the discourse inherent in the writings of such mavens of European integration as Ernst Haas and discourses of contemporary globalization in order to suggest a diminishing faith in the twin notions of modernity and progress. Dale develops this point in Chapter 9, noting at how this passage has informed the creation of the EU's Open Method of Coordination.

While a reader seeking either an introduction to Foucault's theory of governmentality or even a broad guide to the impact of poststructural thinking on IR theory would be advised to give Global Governmentality a wide berth, it must be said that the book is an invaluable resource for those interested in exploring the diverse ways in which governmentality can be applied beyond the domestic sphere. As debate over the applicability of Foucauldian theories of governance to world politics gathers, this book will no doubt come to achieve significant bibliographic recognition.

Illuminating series of essays

John Dumbrell, Professor of Politics at Leicester University, and David Ryan, of the History Department at University College, Cork, have edited a collection of essays on the similarities and differences between the Vietnam and Iraq wars. They describe the lessons learned, and not learned, and show the Vietnam War's continuing legacy in US politics, culture and diplomacy. In particular, the essays show how the Vietnam War induced a populist challenge to élite control of strategy.

The essays show major similarities between the Vietnam and Iraq wars. As in Vietnam, the occupying force's position is desperate. The war is unjust and unwinnable. The Bush government lacks international support. The USAF conducts ever more air strikes, unmentioned in the major newspapers, unshown on TV. The insurgency continues, fuelled by US abuses. The US state sets conditions of peace and security for exit, in order to block an exit. The American dead die in vain.

Just as Kennedy, Johnson and Nixon did, Bush talks of unwavering resolve and commitment, and lies with unswerving conviction that the war is in the USA's interest, that it is just and that the public supports it. Yet increasingly the American people oppose the war.

In Britain, the government is panicking because it is losing public support for its war. Recruitment to the armed forces is down, morale is low, suicides are up, and equipment is inadequate. Hence the current calls for respect for the armed forces, the promotion of uniform wearing, the proposed oath of allegiance to the Queen, and the proposal for an Armed Forces Day.

We can all see that the war in Iraq is boosting terrorism, not defeating it. The root causes of terrorism are social, political and economic, and the Brown government's support for the Israeli-US military suppression of the Palestinian people only fuels terrorism. As with Vietnam, some elements in the US and British states want to solve the problem by enlarging it - attack Iran now, attack Cambodia then.

The Vietnam and Iraq wars were both wars of choice not necessity - and bad choices at that, wars of aggression, unwise and reckless.

Once upon a Kant

One term ago "The Routledge Companion to Nineteenth Century Philosophy" (TRCTNCP) was appointed our textbook. Because of my lack of in-depth knowledge of philosophy from that period I feel I am not the most suitable person to review the Companion, even though I have passed the exam. On the other hand I do understand the difference between "introductions" and "companions", and I am not going to accuse TRCTNCP of not fulfilling goals that it never intended to fulfil in the first place. In fact I learned a lot about nineteenth century philosophy from this book, and it obviously has the potential to serve as an introduction if one is willing to invest their time (the reading of this 900-pages long beast took me around 120 hours, including making quite extended notes on the margins) and to supplement it with other sources. However, the Companion could be even better. In the following I want to pinpoint its lacks, to give my praise to the chapters that deserve it, and to warn against those that are rather badly written.

TRCTNCP opens with an elegant introductory essay written by Dean Moyar who singles out six Kantian themes that are central to the 19th century philosophy. Too bad that the following chapters written by diverse authors never explicitly refer to these themes. This is a good example of the first structural drawback of the Companion: the essays do not enter into any dialogue with each other and I did not notice any cross-references whatsoever, even in the places where they would be most natural as in the two neighbouring chapters on John Stuart Mill. Thus TRCTNCP stays at the level of anthology instead of aiming at being a synthetic whole (with one exception to be described in the following paragraph). The impression is further reinforced by the fact that the seven parts of the Companion are not equipped with their own (short) introductions or summaries. Such pieces would at a very low cost achieve two things: they would bring the essays closer together, and they would make the Companion more friendly to the uninitiated. Without them the seven-parts division remains merely architectonic.

The aforementioned "synthetic" exception is the first part dedicated to German Idealism. Here, instead of getting separate chapters on Fichte, Schelling and Hegel, we find partially overlapping essays that examine different branches of the idealist movement. The approach works well, but unfortunately Hegel becomes its victim. It is very ironic that the giant of the 19th century philosophy did not get a solid chapter on him alone; the presentation of Hegel's system is dismembered and incomplete insofar his ontology is not discussed. The treatments of both Kant and Fichte are much more satisfactory. In fact, the discussion of Kant's philosophy, although very informative and full of interesting comments, takes way too much place (to the point of being redundant) which is unfair for the other philosophers since Kant does not belong to the title period.

The synthetic approach is given up from the second part onwards. Amazon gives us access to the book's contents and as you can see for yourself most of the remaining essays are dedicated to a single thinker or to a group of philosophers (e.g. Hegelians, Romantics or Neo-Kantians). In my opinion the best pieces in the Companion are the ones on Karl Marx and Darwin's philosophical impact -- they are well-structured, clearly written and rich in riveting remarks. I liked also articles on Schopenhauer, James and Brentano very much.

On the other end of the quality spectrum we find the unfortunate essay on Bergson which is rather impenetrable, full of clumsy phrases and in need of a serious editorial intervention. I found pieces on the moral theory of German Idealism and on practical philosophy of British Idealism hard to follow. The first half of the chapter on Dilthey and the Neo-Kantians is considerably more obscure than the second half, the gap being explained by the dual authorship of the text. The essay on C. S. Peirce is too wordy for my taste, and I think that the closing chapter on Husserl is for two reasons an unfortunate ending to the Companion: it is hopelessly technical and inaccessible, and it seems that the author, Christian Beyer, made the task of writing simple for himself and borrowed large parts of his old entry on Husserl from the Stanford Encyclopedia of Philosophy.

(Of course, every time I claim that some essay from TRCTNCP is "hard to follow", one could blame my lack of prerequisite knowledge. Fair enough -- but let us keep in mind that I have learned a lot from other chapters even though I often lacked prior knowledge on their topics as well.)

Some relevant philosophical subjects are altogether absent from the Companion. The omissions are at least honestly named by the editor in the very beginning of the Introduction. Thus in TRCTNCP we will find no mention of French spiritualism, of Russian philosophy, and of American transcendentalism. The nineteenth century philosophy is obviously too large to be crammed into a single volume... or is it? I think it is justified to ask whether the content could not be organized differently, and some room made for the missing topics. Why did Kant get so many pages? Could not the two chapters on Mill be compressed into a single article? Is Tocqueville really that important to the nineteenth century philosophical thought? How much philosophy proper, as opposed to history of anthropology, is there in Chapter 17? And does not the following piece on psychology and philosophy belong rather to a companion on a history of psychology? It looks to me that about 100 pages could be filled with more relevant content.

All in all, I would give the Companion my whole-hearted recommendation, were it not for its painful price. A potential reader must now ask himself what he needs TRCTNCP for. If you want to learn about philosophy of the 19th century, I believe there are easier and cheaper ways to do that (start with the aforementioned Stanford Encyclopedia). However, if you wish to grab a collection of valuable albeit demanding essays about the period -- and if you can tolerate the handful of the less successful ones -- then the Companion will be a fine addition to your library, its high price notwithstanding.

An excellent addition to the philosophical literature on Russell

Landini's book is a much needed addition to the philosophical literature on Bertrand Russell. He is, arguably, the most important Russell scholar in the world today and has worked intensively (and brilliantly) to correct several misunderstandings about Russell's work while at the same time putting forward his own interpretation of Russell's technical work and its connections to his broader philosophical projects. Landini's interpretation, while revisionistic, is rigorously grounded in Russell's works; it actually does justice to the philosopher's immense brilliance and sophistication, something which, sadly, cannot be said of all accounts of Russell's work [cf. Monk]. Landini claims that Russell's Logical Atomism was a research program, of a structuralist sort, which aimed to replace all metaphysical necessities for logical necessities in whichever domain it was applied, be that mathematics, knowledge, the physical world or the analysis of mental phenomena. Graham Stevens, another excellent Russell scholar, takes Landini to task for these views; however Landini's view does fit exceedingly well with both Russell's remarks on the maxim of scientific philosophy i.e. his version of Occam's razor and what he actually attempts to do in most of his philosophical works. Landini also claims that the research program of Logical Atomism isn't a program of reductive empiricism, but a program whose aim is eliminativistic, that is: it doesn't identify the entities of folk or scientific ontology with logical constructions but rather replaces them with those constructions. The entities (plus higher-order logic), it is argued, out of which the folk or scientific ontology are replaced by can and do change throughout Russell's various proposals but the methodology remains. Another of Landini's important claims is that Russell never abandoned unrestricted variables i.e. variables which range over everything, necessary to preserve logic's full generality. He argues that Principia Mathematica has no types at the ontological level, but that types result from the strictures of the syntax of the ramified system of Principia, which emulates a type ontology without commitment to types. Landini's discussion of Russell's philosophy of mathematics shows some ways in which a form of Russellian Neologicism might be pursued, on that subject see also splendid work by Kevin Klement. It's noteworthy that Landini also discusses subjects seldom mentioned in the philosophical literature on Russell: his views on probability; later works; the philosophical connections between his and Wittgenstein's atomism and the second edition of Principia. Landini also enganges with Russell's work on the nature of mind and matter. These days The Analysis of Matter has begun to be recognized as another one of Russell's great contributions to philosophy; with his defense of Epistemic Structural Realism (cf. Ioannis Votsis), as well as his construction of mind and matter out of ontologically neutral stuff; a metaphysics which has been taken over partly (or has inspired views) by Russellian Monists and those sympathetic to them in contemporary debates in the philosophy of mind. Philosophers such as Grover Maxwell, Michael Lockwood, David Chalmes and others. All in all, this is an excellent book, it has some technicalities which can be mastered with a bit of effort by those familiar with elementary logic/basic set theory. It is a worthwhile purchase for students of philosophy, specialists in Russell's work and serious amateurs with an interest in philosophy and its great practitioners.

Not for neophytes

The Routledge Philosophers editions I've read have generally been quite excellent (Beiser's Hegel, Guyer's Kant, Jolley's Leibniz), but this one misses the mark as a substantive introduction. I would not touch it unless you have a very solid grounding in logic and mathematics. Though he rightly focuses primarily on Russell's immense contributions to logic and the founding of analytic philosophy, Landini uses complex logical syntax without much explanation, which is fine if you're familiar with it, but will be incomprehensible to anyone approaching the logic-analytic tradition for the first time. Further, Landini just doesn't seem to write in a user-friendly manner. I have seen far more approachable explanations of Cantor and the Continuum Hypothesis than the one Landini gives in chapter 2.

Landini declares his account of Russell's logical atomism to be "revisionary," linking it much more closely to Russell's work in mathematical logic. It is certainly far from Russell as I studied him. I don't know whether Landini is right, but be aware that his interpretation is idiosyncratic, and I still wasn't able to understand how it solved the seeming lack of reference that Wittgenstein (and others) pointed out. A later chapter on the Principia revision seems quite speculative and unnecessarily hostile toward Wittgenstein. It could have been trimmed from this long book. Russell *is* hugely important and I fear this book will not win him too many converts.

A.C. Grayling's brief, well-written survey Russell: A Very Short Introduction is vastly more accessible and orthodox. And Peter Hylton's Russell, Idealism, and the Emergence of Analytic Philosophy (Clarendon Paperbacks) gives a good overview of the context in which Russell worked while treating several key aspects of the logical work. After that, better to just read Russell himself.

It's high time to reappraise Bertrand Russell. It's important to get his philosophy aright. It's important to understand his relationship with Wittgenstein--and to get Wittgenstein's origins aright. And it's crucial to examine Bertrand Russell's influence on all of philosophy, not just Anglo-American philosophy. There may be much to dislike about Russell--e.g., his inability to present his opponents' positions uniformly fairly--but his eminence cannot just be wished away. Gregory Landini's book does a masterful job at presenting Russell's ideas fairly and without undue technical verbiage. I think it accurately relocates and re-situates Russell's influence on and relationship with Wittgenstein. I only wish I had read this much earlier in my life.
